Folio(s) 690-691. Letter from Robert Power, Deputy District Auditor for Leicestershire and Nottinghamshire, to the Poor Law Board, giving his report for the half-year ended Michaelmas 1857 on the books kept by John Heath, Collector, Mansfield Woodhouse.In the Rate Receipt check book, cheques for uncollected arrears in the first two rates were not defaced. Some of those in the third rate were entered only in pencil.
Heath does not pay over money weekly or even monthly. £71 0s 5½d collected in March and April was entered as paid to the overseers on 27 April 1857, but had not been paid. As Heath makes the parish disbursements himself, he claims that the money was due to him and not to the overseers. £81 5s 1½d collected in May, plus a balance of April's collection was not paid over until 25 May 1857, and even then some was retained.
Heath does not enter the dates of deposits in the bank. Rent of parish property, £5 2s 1d, is noted but not entered in the Collecting and Deposit book.
An overseer has complained of Heath's keeping money in hand.
