Description

Prisoner name(s): Richard Millard.

Court and date of trial: Bristol City Assizes [Gloucestershire] 12 April 1828.

Crime: Uttering forged Bank of England notes.

Initial sentence: Death. Day of execution 2 May 1828.

Annotated (Outcome): 'Mr Peel decides that the law must take its course, Apr 28 1828'.

Petitioner(s): Thomas Roberts of Bristol [penal reformer]. 923 inhabitants of Bristol [unrelated but moved by the severity of sentence]. An anonymous 'Citizen of Bristol'. Mr Bright.

Grounds for clemency (Petition Details): The occurrence of uttering forged notes in Bristol at this time is low and an exemplary capital sentence is not necessary; previous offenders have been transported; Bank of England notes are easily and successfully forged sufficient to deceive most people in comparison to notes issued by private and provincial bankers; he has assisted the authorities in preventing further such crimes.

Other papers: A personally written letter from Robert Peel (Home Secretary) to the Attorney General transmitting papers of the case and declining to interfere in the sentence. Letter from Gabriel Goldney (mayor of Bristol) transmitting a petition to the [Home Department]. Statement by Richard Millard (the convict). Report on the case to the Home Secretary by Sir Charles Wetherell (Recorder of Bristol City and chairman of the convicting bench). Letter from R Hart Davis [MP] transmitting the petition to the Home Department. Cover sheet.
