Schools Branch 4 was created in 1988 and had four divisions: Division A was responsible for City Technology Colleges, independent schools, the assisted places scheme and music and ballet schools; Division B was responsible for grant-maintained schools; Division C was responsible for school examinations and later for long-term planning for school organization and for schools in special measures; Division D was responsible for testing and assessment, the Assessment of Performance Unit and Records of Achievement.
