The Overseas Finance Sector was constituted under the Treasury re-organisation of 1975, comprising the International Finance group (IF), Finance Economic Unit (FEU), Overseas Finance General group (OFG) and Aid and Export Finance group (AEF). It comprised the International Monetary Division (IF 1), the European Co-ordination Division (IF 2), the Exchange Control Division (IF 3), the Finance Economic Unit (FEU), the Balance of Payments Division (OFG 1), the Reserve Management Division (OFG 2), the General Aid Division (AEF 1), the Oil and Overseas Services Division (AEF 2) and the Export Finance Division (AEF 3).

As a result of the European Community governments agreeing to a study of a European monetary system, and following a limited staff inspection, in 1978 International Monetary Division was redesignated IG 1, European Co-ordination Division was redesignated IG 2, and a new World Economy Division was constituted as IG 3; Balance of Payments Division was redesignated EF 1 and Exchange Control Division was redesignated EF 2. These changes were promulgated in office notices 59 and 60 of 1978.

The Overseas Finance Sector became Overseas Finance in 1984-1994. It then became International Finance Directorate in 1995.
