Description

Folios 364-365: George Irwin, Regulating Officer, Deal. Covering letter for the enclosed letter from Lieutenant Hugh Anderson in answer to the complaint of Mr John Thompson Master of the Swift, Pilot Sloop belonging to the Honourable East India Company for impressing his Mate and six men, the evening that Lieutenant Hugh Anderson stopped the men that was with the Mate of the Swift, there were several men on shore straggling from the Ships in the Downs, and we had orders particularly to look to look out for and stop them. The circumstances of the Mate having the Sloops protection on shore and the mans running away caused Lieutenant Hugh Anderson to go on board the Swift to Impress the Mate and Five men, as the 5th Article of Impress Instructions say that if the protection is taken on shore, those on shore as well as those on board are liable to be impressed. When Mr Iggulden[?] came to him and made him aware of the circumstances and that it was unusual for the Company Sloop to have two Protections. He discharged the Mate and five Men and Mr John Thompson Master took them off seemingly properly satisfied. He observers that Lieutenant Hugh Anderson is a very Zealous and Active young man.
