Description

Folios 372-373: Peter Heywood, HMS Nereus off Buenos Aires. He is sending documents via the merchant brig"Antelope" bound for Guernsey: copies of letters and a ministerial Gazette which has information"highly important to the cause which the people of these provinces have engaged in [Gazette not present] He comments that the Patriots, as"the Creoles are styled here" have much reduced the authority of the Spanish monarchy and suggests this could be good for commercial relations with Great Britain if they open up commercial relations with the provinces, especially Peru. General Belgrano is expected to follow this up with a successful attack on General Goyaneche.

Folos 374-375: enclosure with folios 372-373. Letter dated 1 March 1813 by Peter Heywood, HMS Nereus off Buenos Aires to the Supreme Executive Government of the United provinces. Takes up the case of John Milford and other British merchants whose cargo in the Higginson it is claimed has been"sequestered in consequence of the improper conduct of a Spanish merchant profiting by a neglect of a collector of customs". Milford has complained directly to Lord Castlereagh who has referred it to the Admiralty and they in turn to him. He asks that the actual consignee, Frederick Dowling be allowed to answer the charges against him. If the case goes against him on legal and just grounds they will not support a subject in the wrong but if the case does go against him they would like full reasons to be given.

Folio 376: enclosure with folios 372-373. Letter dated 3 March 1813 by Juan manuel de Luca, Secretary of State's Office to Captain Heywood. His Excellency has ordered that the matter is concluded . It is expected that the Government will administer justice and those entitled will be protected and all mentioned individuals will be considered.

Folio 377: enclosure with folios 372-373. Letter dated 4 March 1813 by Tomas Guido, Buenos Aires to Captain Heywood. Announces the victory of General Belgrano which will be followed by peace and tranquiity. Encloses a Gazette to inform him more fully.

Folios 378: enclosure with folios 372-373. Letter dated 4 March 1813 by Peter Heywood, HMS Nereus of Buenos Aires. He is honoured to receive the above letter. [Folio 377].
