Folios 56-57: Charles Herbert, 32 Upper King Street, Bloomsbury. He asks that his books for the time he commanded HMS Wilhelmina are approved as he has been without pay for 4 years. He explains that the omission in his accounts was due to him lacking a Clerk.
Folio 58: enclosed with folios 56-57. Letter dated 13 September 1804 from the Navy Office. Letter to Charles Herbert informing him that only the Admiralty can agree to dispense with the need for him to have left a certificate for his successor on HMS Wilhelmina indicating that the ship's books were complete.
