Folios 1-2: Sir George Cockburn, London. Reports his reasons for refusing to sign vouchers for certain works being done to HMS Howe, recollects he was ordered by Lord Edward Pellew, Commander-in-Chief - East Indies, to fit the ship to carry the Marquis Wellesley, Governor General, to England and was informed that the costs ought to be borne by the India Company [East India Company] as none of the expenditure was necessary for her service role, encloses the Navy Board letter.
Folios 3-4A: enclosure in folios 1-5. Letter dated 10 November 1809 from the Navy Board to the Admiralty detailing work carried out to HMS Howe and confirming that Captain Cockburn had refused to sign off the work.
