On 29 December 2010 the Prime Minister and Deputy Prime Minister appointed the Liberal Democrat deputy leader Simon Hughes MP to the role of Advocate for Access to Education, to work with the Government to ensure that its policy goal of increasing participation in higher education by those from the most disadvantaged backgrounds was met.
On 21 July 2011, Simon Hughes published his final report to the Prime Minister and Deputy Prime Minister which made over thirty recommendations to increase participation in higher education.
