Administrative / biographical background

On 25 October 2007 the Prime Minister Gordon Brown announced that he had asked Paul Dacre, Executive Director of the Daily Mail and General Trust plc, working with Professor David Cannadine and Sir Joseph Pilling, to chair an independent review of the '30 year rule', under which most government records are transferred to The National Archives and made available to the public by the time they are 30 years old. The consultation ran from January to April 2008, and the review team's final report was published on 29 January 2011. The review team recommended that the last restrictions on the release of information should be reduced to a 15-year embargo and phased in over a 15-year period. The administrative and secretarial support for the review was provided by The National Archives.
