This volume is draft only and there is no evidence that a final version was ever issued. The very neat pencil emendations are in Nigel de Grey's hand. de Grey, World War I Admiralty Room 40 exponent of Sigint, was recruited by GC&CS just before World War II and became Deputy Director in 1941. The almost unreadable pencil scribbles are by Frank Birch, general editor of the post-World War II histories. He was a veteran of World War I Room 40, recalled to head the German Naval sub-section in September 1939. In March 1941 he became Head of Naval Section, later Deputy Director (NS). With very rare exceptions de Grey chose not to use personal names e.g. in chapter 3, page 14, second paragraph , the reference is to Admiral Sinclair, 'C', Director of MI 6.
