Jacob KIRCHENSTEIN, alias Johnny Walker: Russian. KIRCHENSTEIN was an official of the Arcos Steamship Company, part of the Soviet Trade Delegation in London. He was also the leader of a Comintern network in the UK concerned with political agitation and propaganda which had a significant intelligence-gathering function. His operations and influence extended to the Colonies and to the Americas. Knowledge of his activities played a key part in the Government's decision to launch the Arcos Raid in 1927
