The embezzlement has resulted from the old system of employing men who work in the yard by day as Watchers and Rounders by night, as well as other practices relating to old Officers of the yard, Foremen and Quartermen. Give examples of past practices and those now proposed, stressing the advantages of involving Foremen and Builders in supervision, including spot checks, not employing the day workers to carry out watches at night and the relative saving in cost and efficiency.
