Appendix 3: Copy letter from W. Payne of Chatham Yard to Sir Robert Barlow. Had no first hand knowledge of the port prior to his appointment and bases his comments of the decrease in water depth in the River Medway on the common report, which shows the moorings which could previously accommodate line-of-battle ships, now have scarcely sufficient water for frigates. He attributes this to shoaling of the river to the various impediments, including Rochester Bridge, which prevent the dispersal of mud and silt.
