Copy report from Thomas Brown, Woolwich Yard, to the Navy Board on moorings in Heligoland expressing different views from those of the Harbour Master. When I first laid the moorings, I placed them one third nearer the Island shelf than to Sandy Island Reef, this being more dangerous. Quote incidents with HM ships L'Amiable and Richmond, and the difficulties of accommodating a large number of ships due to fouling of cables. There would be difficulty in using a double line of moorings. Am surprised Mr Platt considers me misinformed about the Chain Bridles. Ask to be informed how many moorings are intended to be laid down in the harbour of Heligoland for the use of merchant vessels. Recommend one pair be kept exclusively for any King's vessels which may need to go to that Harbour.
