Draft letter to the Navy Board. The Controller of the Navy has queried whether in completing the periods of service of the ex-Naval clerks in your office, you should include their service prior to being placed on the Establishment. It appears to the Admiralty that by the Order in Council, each Clerk should date his service from entry into the class to which he may belong, and excludes all extra service as not being within that class. The Controller is aware that this construction would diminish the income now enjoyed by several Clerks under former Orders in Council and give proposals to mitigate this.
