J.W. Croker. The number of ships on the Establishment has doubled but the number of Clerks has not. A plea is made not to reduce the number suddenly but to gradually reduce the number of Extra Clerks. Table showing the number of Clerks in each department. Reference is made to the levels of responsibility and the maintenance of salary differentials. Proposals for making economies of scale as shown on a 2nd table. Recommends an increase in the salaries of Messengers.
