Part report by G. Smith on the present method of keeping accounts by Boatswains and Carpenters in HM's ships. It covers the departments involved and those charged with conducting checks and stationery and the observation is made that statements of account are not kept aboard ship. It identifies faults with the present system and the effects of poor accounting. Recommends the transfer of accounting to Pursers but with warrant Officers maintaining their own records as source books. Responsibility for stores should not be removed from warrant Officers but the process by which they are issued should be controlled by Pursers, this should result in Boatswains and Carpenters receiving their pay more quickly.
