Commissioner I M Lewis to the Navy Board. The railing in front of the hospital enclosed ground belonged to the Ordnance but at the request of Sir Alexander Cochrane, its use was allowed for planting Nopal. The ground was to be given up on request from the Ordnance Department, which has now made such a request. How the land has been used. At the back of the hospital, there is a piece of land, which the railing would completely surround when the land is returned. Give the advantages of removing the railing to provide land of secure tenure suitable for cultivating vegetables for the hospital, approved by the Commander in Chief. Are re-submitting the proposal for your further consideration.
