Description

Copy letter from John Payne suggesting that the Sub-Measurers in the yards should add the number of men employed on each day to their return to the Master Measurer so that each man's actual rate of pay may be calculated and comparisons made of rates of pay for different tasks. Recommends that yard workers should be paid their actual wages each week instead of quarterly, in order to eliminate the problems caused by the system of paying a weekly subsistence, which is then offset against the quarterly wage payment. The records are now available to easily calculate the actual wage and the system would produce significant savings.
