Evan Nepean. As a consequence of several Acts of Parliament in respect of payment by allotments and new regulations about pickets, there has been a great increase in expense on paper and we have considered how this might be reduced. Opine that three pay books with a slop book and an open list will be sufficient in future for the payment of ships instead of the five books now in use and directed by the 62nd Article of the Captains' Printed Instructions. This will also relieve the Captains by reducing a great deal of labour from their Clerks and ask for directions to be given to the Captains and Commanders.
