Mr. Rose to Commissioner Hammond, Navy Board. Mr. Morland grows impatient for his first advance and I wish you could state how that can be arranged. There is a good prospect of the French government paying for their prisoners as before but Mr. Morland cannot hold out till the remittance comes.
