Evan Nepean. Sir John Orde has written that 'it would have been more decorous if the Navy Board had referred the Master Attendant to the Port Admiral ... than to have interfered as they have done'. The Master Attendant at Plymouth has sent a letter through the Commissioner, stating that the Edgar had broken adrift from her mooring and although the mooring chains were in good condition, if attention was not paid to strike the yards and topmasts, they could not answer for the safety of ships. We sent a copy of the letter to Sir John Orde and asked for him to direct in future, to strike yards and topmasts in order to relieve the moorings as much as possible. We believed it was better to explain the circumstances to the Admiral rather than go to their Lordships with a complaint. We do not agree that the Master Attendant and Officers of the Yard should by pass the Commissioner at the port or this Board in any representation to the Admiral on ships in harbour.
