Philip Stephens. You do not think it necessary to continue to employ Mr. Marquand in survey work but there have been many instances where Officers have estimated the cost of work to be done at four times the true value and we believe it expedient to employ a man with an education in Civil Engineering and Architecture and Mr. Marquand is such a man. We have thought ourselves in need of his assistance with regard to the buildings at Portsmouth and Plymouth.
