Philip Stephens. Propose the Foudroyant, Canada and Buffalo are ordered to Plymouth. If the America puts into Plymouth, she should stay until one of the above arrive to secure a succession of ships, once the Queen and Formidable undock. If the ships all arrive in time, the America should be sent to Portsmouth Harbour, the Victory and Namur to be prepared for following the Duke and Thunderer and the Triumph should be hastened out of harbor.
