Description

Philip Stephens. Because of the heavy work load at Portsmouth, propose that Carpenters' Mates and Caulkers on the ships in harbour and at Spithead, if indentured, should be used to supplement the yard Artificers, to speed the refits. They should be paid the same as the yard Artificers in addition to their wages on the ships. Ask for approval and for directions to be sent to the Commander-in-Chief to give Sir Samuel Hood a list of those in the Fleet qualified for this service.
