Description

Philip Stephens. Henry Law, appointed Captain of the Port of New York, by Lord Viscount Howe, has asked for his allowance to be increased. Opine that Captains of ports in the last war at Quebec, Halifax, Minorca and Gibraltar were appointed and paid by the Commander in Chief of the Army.
