Philip Stephens. Vice Admiral Roddam proposes the Ostrich should be used as a hulk for men from ships refitting in Sheerness. Opine that although she has many bad qualities and was a bad purchase for the Service, she is reported in good condition and we have many armed ships in worse condition. Propose she is confined to home convoys and not considered as a cruiser. Have appropriated the Winchelsea and Levant for receiving men at Sheerness.
