Copy letter from Commissioner Ourry. The proposal for guns to be placed on the lower deck of the Chichester, will be invaluable to defend the port's entrance and they will not interfere with the service expected from the hulk. The requirements for boats for Sir David Lindsay will be complied with and there will be enough boats to supply the men when the signal is given. Unless the men are volunteers he has no power to force them and ask for directions.
