Description

Mr. Fox, Master of the Fanny Tender, who has three boats, to the Board. Lieutenant John Whiston, who commands them, has behaved in a drunken manner and terrorised his Mate, turned him out of his cabin and tried to drown himself at least 3 times. Has told Captain Hamilton, who wrote to the Admiralty. Asks for directions on who is in control of his ship, the Lieutenant or himself.
