Philip Stephens. The Masters in the Navy have petitioned for an addition to their half pay. During the present war it is difficult to obtain Masters properly qualified for line of battle ships as they prefer to stay in frigates to obtain prize money. Propose that an increase in their half pay should be linked to qualification as well as length of service and hope this will induce them to qualify for higher rated ships. Those not yet qualified as 3rd Rate, who are on the list of Masters, should be excluded for the increase unless they were listed prior to 31st December 1769, to avoid hardship to those on half pay at present.
