Description

Philip Stephens. The Agent for Lieutenant Samber has asked for him to be paid for the time he was Lieutenant of the Victory by order of Admiral Keppel. He was borne as an Extra Lieutenant from September 1778 and then 5th Lieutenant to March 1779. As the proper number of Lieutenants were carried when he was Extra he cannot be paid. As 5th Lieutenant, his appointment was not confirmed, which is the only objection to his being paid.
