William Marsden. Last February we were instructed to accept and pay a bill drawn by Mr. James, the pro-Consul in Naples. The bill was for disbursements on account of some Seamen belonging to the Betsey tender to the Madras, who had been captured by the enemy. Mr. James provided information about the bill. Richard Bartram, the pro-Consul at Civitaveccia has produced the vouchers covering the goods and services provided and Mr. Elliott, HM's Envoy Extraordinary at Naples, has renewed them. We believe that Mr. James should be relieved of the imprest against him but that Lieutenant Despourrens of the proper department should account for the victualling stores put on board the tender.
