William Marsden. Captain Pelly has claimed payment for the time he served as Captain of the Harpy sloop. The records show he was appointed acting Captain in January and was discharged in May 1803. The substantive Captain was absent six weeks until February and recommend Captain Pelly should receive personal pay until that date and his account should be dispensed with, provided that he produces a certificate from the substantive Officer and others from the Victualling and Sick and Hurt offices that there are no outstanding imprests.
