William Marsden. Admiral Lord Keith has proposed a chain boom to protect Dover harbor. There is as chain in store at Chatham that could be considered but Commissioner Hope has already expressed the view that it is too heavy. It was rejected on these grounds when Ramsgate wanted to use a chain for the same purpose.
