William Marsden. Two members of the Navy Board, who were present at a certain discussion, failed to sign the report of the proceedings and need to explain themselves. Mr. Markham has written to Mr. Marsden to say that on this occasion he differed from the rest of the Board and said so at the time, because the report did not convey the opinions of the majority but dealt only with the views of the Comptroller and the Surveyor. He did not support the disputed system that was discussed. Others raised objections, which were not answered. Mr. Markham said a statement of Mr. Tucker's views against the system, which he thought he did not need to recapitulate, had been enclosed with the Board's letter of 31st March.
