William Marsden. Mr. Whidby has arrived at Liverpool and reports he has found a number of ships, which would serve as escorts to convoys. The owners are prepared to hire them but the men to man them are not coming forward, even at £5 a month. Ask for directions. Have been offered 6 ships from Shields and their owners have agreed to copper any that need it, and get them ready and manned in the time it takes to build the magazine. Ask how many vessels are needed and whether 16 will be enough for London and the north and 4 for Plymouth.
