Description

John Roche of Cove to the Board. He defends the Master of his vessel who refused to take the Louisa tender to Cork, to bring down beds in boisterous and wet weather, as this would make it impossible to use them. Lieutenant Keenan gave no positive order to sail after this. Baxter, the Master, is a man of good character, and it was the Lieutenant who was at fault.
