Description

Evan Nepean. Vice Admiral Rainier has informed us about the payment of wages to native Seamen in India and China. There is a precedent in 1802 when Lord Keith was instructed to ensure that all Maltese and Italians serving under his command should be discharged and then paid by local Naval Storekeepers, where the ships happened to be. Chinese and Indian sailors are not to be brought to England, so they cannot be paid except by selling their tickets, which would involve them in great loss. To avoid this, recommend that, when such sailors are discharged, their Commanders-in-Chief should instruct the Naval officer at Bombay and Madras to pay them and note in the ships' books that the Naval Officer has paid them,. Recommend instructions are sent to all shore based Naval officers about the new procedure.
