Folios 24-29. Letter from Thomas Parker of Drake Street, Red Lion Square [Holborn], enclosing proposals in answer to Evan Nepean's letter left at the house of John Reeves [Receiver of the Metropolitan Police Offices] when he had not been at home. Enclosed are Parker's ideas 'on supporting the Civil Magistrates in preserving the public peace by increasing the number of peace officers in the Metropolis and throughout the kingdom'.
