Evan Nepean. Refers to the letter from the Treasury encloses a financial claim from Mr George Courie in respect of the detention of the Swedish ship Louisa in the West Indies. As the vessel was not at that time in the service of the government or the Victualling Board, the owners are not therefore entitled to any demurrage. There is no reason why the daily allowance granted by the Treasury to the officers and men of Swedish ships, which have been detailed, should not be paid in respect of the Louisa.
