Philip Stephens. The attorney to Captain Colpys has applied for him to be paid the difference between that of Lieutenant of the Northumberland and Captain of the Dolphin, for the time he acted in the latter capacity in place of Captain Shirley, who was sick. How these Officers are borne on the books of these vessels and opine that Captain Shirley should be discharged and put on half pay after having been on 6 weeks sick leave and there is room to pay Lieutenant Colpoys as Captain of the Dolphin on the books, abating his pay as Lieutenant of the Northumberland.
