Philip Stephens. The Portsmouth Officers inform us that because of an increase in business they are distressed in the fittings and re-fittings of the ships, due to the inequality between the day and Task gangs, the former being so much weaker than the latter. Ask for them to be put on a more equal footing and ask whether it should be at the yards where the Shipwrights are not inclined to work by Task to shoal them more equally as the Portsmouth Officers have proposed.
