Philip Stephens. The Collector of Customs at Hull has sent an account of payments made by him as Rewards to constables for delivering to Captain O'Hara three Able Seamen at the rate of 40p. each. We have informed him by Order in Council of November 1776. Constables are not entitled to more than 20p. per head for Seamen delivered to Regulating Captains, with 6d. per mile for conducting them, not exceeding 20 miles. The Collector says the rewards were ordered by Captain O'Hara and he expects payment. Propose allowing the full sum to the Collector and to charge the excess of the order limits to Captain O'Hara's wages. Ask for the Order in Council to be sent to the Collector and Captain O'Hara for future guidance on conformity.
