Philip Stephens. As the press gangs employed at Waterford by Captain McCleverty, are not borne on the books of any ship, opine the best method of paying them, is to pay them six months wages now, at the rates of Able and Ordinary Seamen and to continue to do so in future as 12 months become due, taking their receipts for money and charging the amount in the Captain's contingency accounts.
