Philip Stephens. As the men employed in the gang of Lieutenant Okes at Shields are not borne on the books of any ship, opine the best method of paying them is to pay them six months wages at the net rates of Able and Ordinary Seamen, now, and continue to do so in future as 12 months become due, taking their receipts for the money and charging this to the contingent accounts. Observe that many Lieutenants on this service continue hired men in their gangs at a rate double the pay of ordinary Seamen, alledging that volunteers, from whom gangs should be formed in accordance with their instructions, do not offer for that purpose.
