Philip Stephens. The Portsmouth Officers inform us that due to the length of time the Guadaloupe has been lying in Ordinary and is constantly used by the Master Attendant for receiving men and stores, her decks and sides are entirely decayed and opine she will require the time proposed to complete her for Home service as well as Foreign, for which we think it more advisable to fit her for Foreign service.
