Philip Stephens. Lieutenant Hayne of the Adventure tender at Portsmouth, informs me she will be ready to proceed to Waterford next Monday and she does not have a gun on board to keep off a privateer. Propose as she is a small vessel and one of the first we were ordered to take up and not fit to mount guns, she may be paid off.
