Philip Stephens. Lieutenant Bazeley has asked for payment of his account for disbursements for raising men at Dover. When his first monthly account was received, we examined it and communicated our objections and observations, which were copied to you. Are sending a reply from the Lieutenant with his representations. The Article of pay and subsistence will be adjusted as proposed. Dispensation for the want of a postage account is allowed, as the Lieutenant kept none but has sworn to the truth of them. He hired employed men for a gang after volunteers had entered, from whom the gang should have been formed. Such gangs are more numerous than the instructions allow and the charge for the hire of men on merchant ships, in lieu of others impressed, for which there is no provision in the instructions. He has asked to be allowed this because of the necessity he expressed.
