Philip Stephens. Lieutenant Charles C. Crook, employed in raising men at Exeter, informs us the Collector of Customs there, refuses to pay conduct money to Seamen put on merchant ships in lieu of pressed men, to enable them to return to their ships, for want of orders from the Commissioners of Customs. Captain Botterell, on similar service at Whitehaven, informs us that the Collector of Customs makes a difficulty of paying Constables the reward and traveling charges they are entitled to by HM proclamation for apprehending straggling Seamen. As these refusals and difficulties may prejudice HM's service ask for representations to be made to the proper Boards.
